The eight-layer hub
The Passport (L4) is the keystone — hash-chained, Ed25519-signed, portable. Every other layer either issues into it or reads from it. That's the moat: you can't replicate a Passport without the years of signed evidence behind it.

Trust is the product
Tenants can co-brand the dashboards their members see. They cannot obscure the welfare cadence, the anti-trafficking surface, the fee disclosure, or the Passport attestation footer. Those are NurseAider-branded on every tenant, every region, every rail.
For aides
One Passport, multiple jurisdictions. Training credits, AQF level, LLN scores, employer signatures, mobility events, earnings — the aide owns the chain. They take it with them when they move.
Earn
Aged-care + complex care work, fairly priced via transparent fee disclosure. Repayment of training fees is tracked on the Passport itself.
Move
Cross-border mobility with the embassy ≤ 7-day registration rule hard-enforced. Welfare cadence stays with the aide regardless of operator.
Progress
AQF 1 → 10 mapped. Each promotion is a Passport entry: signed by an RTO assessor, hash-chained, irrevocable. Career, in writing.
